Property tax break for animal feed retailers

The law creates a Texas property tax exemption for the full appraised value of qualifying animal feed inventory. Owners must hold the feed for retail sale. The feed must qualify for the existing sales and use tax exemption under Tax Code Section 151.316(a)(3) or (4). The law takes effect January 1, 2026, and covers tax years beginning on or after that date. It takes effect only with voter approval of the authorizing constitutional amendment; without approval, it has no effect. The law does not change sales and use taxes.
