Beginning September 1, 2026, Texas’s family protection agency must offer a public hearing when at least 25 people request one. A government body or an association with at least 25 members can also request a hearing. This right is no longer limited to hearings before the former council recommends a substantive rule.
Beginning September 1, 2026, Texas must create an advisory committee on child protective investigations. Members include parents or caregivers, public representatives, agency staff, and people with court experience. The committee recommends improvements to investigation rules, training, and families’ due-process protections; its advice is not binding. It meets at least quarterly, provides public input opportunities, and reviews random samples of closed investigations with identifying details removed. Conflict-of-interest and confidentiality rules apply, and agency employees cannot vote. Its annual report is due for publication by September 30. The committee and its governing law expire September 1, 2029.
