Texas electric utilities, cooperatives, and city-owned utilities serving the public must file safety plans for distribution poles they own. Plans go to the Public Utility Commission of Texas by January 1, 2027, unless it sets different deadlines by utility class. Plans must cover safety goals, staff duties, training and certification—including outside inspectors—and schedules for inspections and needed repairs. They must also explain how utilities document and respond to landowner complaints and check compliance. Electric utilities must include estimated costs to carry out their plans. By May 1 each year, all covered entities must report progress toward plan goals, total costs to date, poles inspected, and repairs or replacements. The commission reviews plans and updates and tells each entity whether it meets the plan's goals. Electric utilities may include updates in an existing required report; the commission may accept substantially similar information required by other laws.
