4 provisions identified: 3 benefits, 0 costs, 1 mixed.
The Angelina and Neches River Authority board must adopt policies giving the public a reasonable chance to speak on issues it handles. The authority must maintain a system to handle complaints promptly and efficiently. Records must identify the parties, subject, review or investigation results, and final outcome. The authority must make its complaint investigation and resolution procedures available. It must periodically update complaint parties until final resolution, unless notice would jeopardize an investigation.
Angelina and Neches River Authority directors face removal for lacking required qualifications or violating local government conflict-of-interest law. Grounds also include illness or disability preventing substantial service for a substantial part of the term. Another ground is missing more than half of eligible regular meetings in a calendar year without a majority-approved board excuse. The general manager must report possible grounds to the president, who must notify the governor and attorney general. If the president is involved, the next-highest-ranking director handles those notices; a removal ground alone does not invalidate board actions.
The Angelina and Neches River Authority remains subject to Texas Sunset Act reviews, but that act cannot abolish it. Reviews follow the schedule for agencies set to end on September 1, 2037, and every 12 years afterward. This sets recurring outside oversight without ending the authority under the Sunset Act.
Beginning December 1, 2025, Angelina and Neches River Authority directors must finish training before voting, deliberating, or counting as present. Training covers operations, programs, rules, budgets, rulemaking limits, audits, and laws governing river authorities. It also covers open meetings, public records, administrative procedures, and conflict-of-interest disclosures. The general manager must provide an annual training manual, and directors must sign that they received and reviewed it. Appointed directors get training travel costs reimbursed, whether they attend before or after formally qualifying for office; no amount is specified.
