Beginning September 1, 2025, the Trinity River Authority must give the public a reasonable chance to address its board. Speaking opportunities cover matters within the Authority's responsibilities. The Authority must handle complaints promptly, publish complaint procedures, and record the parties, issues, review results, and final outcomes. People who file complaints must receive periodic updates until the case closes, unless notice would jeopardize an investigation.
Beginning September 1, 2025, Trinity River Authority directors face removal for missing qualifications, breaking conflict-of-interest rules, or prolonged inability to serve because of illness or disability. Removal also applies for missing more than half of eligible regular board meetings in a calendar year without a majority-approved excuse. The general manager must report potential grounds to the president, who must notify the Governor and Attorney General. When the president is involved, the next highest-ranking director gives those notices. Board actions remain valid even when removal grounds exist. Directors may participate through November 30, 2025, without completing training. Starting December 1, 2025, untrained directors cannot vote, deliberate, or count as attending. Training covers Authority operations, programs, budget, board powers, the latest formal audit, applicable laws, and ethics. The general manager must provide a training manual each year, and directors must acknowledge receiving and reviewing it. Directors are entitled to reimbursement for training travel expenses.
