The law expands the May fireworks sales area from 100 to 150 miles from the Texas-Mexico border. Retail fireworks permit holders can sell from May 1 through midnight on May 5. The county commissioners court must approve sales during that period. Regular sales periods remain June 24 through midnight July 4 and December 20 through midnight January 1 of the following year. Sales outside these periods remain barred, subject to existing legal exceptions. The effective-date rule provides immediate effect with two-thirds approval in each legislative house; otherwise, the date is September 1, 2025.
