Beginning September 1, 2025, entities proposing high-speed rail projects must report annually to the Texas Department of Transportation. Reports are required each year the project is included in the Texas Rail Plan. They must explain construction or purchase financing, including funds already available. For planned securities, reports must give estimated sale terms, total fixed payment obligations, and how those obligations will be paid. They must also state whether industries served by the proposed line will underwrite those securities. Reports must include a recent balance sheet, full project costs valued in today's dollars, and yearly construction costs if construction is proposed. They must also include completion schedules covering permits, funding, and land purchases; ridership estimates and methods; and the proposed route. An organization chart of management and staff and current or planned foreign investment must also be disclosed. The department must post the submitted information on its website.
