Beginning September 1, 2025, Texas groundwater districts must set goals for roughly 50-year planning periods identified by the state's executive administrator. They must set interim values for periods no longer than 10 years, only to track progress toward long-term goals. District representatives must meet at least annually to review accomplishments and proposed groundwater goals or changes. At least once every five years, they must review each district's plan and progress under its plan and rules. District plans must explain in plain language how they track goals and their results during the previous five-year planning period. Regional reports must summarize each district's progress and explain in plain language why any aquifer goal changed from the previous five-year period.
