The Texas Commission on Environmental Quality must repay review panel members for actual costs of panel work. Members must submit a verified expense statement with relevant receipts. They receive no fee or other pay for serving. The law sets no reimbursement amount.
Groundwater review panels advise the Texas Commission on Environmental Quality but are not government bodies under state open-meeting and public-information laws. Still, the recording secretary must send panel proceedings records and documents to the agency's executive director. Those records are public information that people can seek under state law. When a panel is directed to hold a public meeting or hearing, notice is required at least seven days ahead. The executive director must post it online and mail it to the district, petitioner, and each county clerk within the district.
