For tax years starting on or after January 1, 2026, Texas exempts intangible personal property from property tax. Owners no longer owe this tax on those assets, and prior exceptions and related appraisal and allocation rules are removed. The Texas Comptroller is the opposing party when owners appeal its protest decisions about transportation business intangibles. These disputes cover appraisals, value allocated between states, and value divided within Texas. The Comptroller also opposes county or owner appeals of its decisions dividing railroad rolling stock values among counties.
