Beginning September 1, 2025, the law changes who can serve on the Texas Windstorm Insurance Association board. Three members must be Texas residents representing the insurance industry who actively write or sell windstorm and hail insurance in first-tier coastal counties. Appointees under Section 2210.102(c) must include at least one licensed property and casualty agent actively offering or selling these policies who is not a captive agent. Three board members must live outside a catastrophe area. This replaces the rule requiring those three members to live more than 100 miles from the Texas coast.
