The law exempts the Texas Windstorm Insurance Association and Texas FAIR Plan Association from premium and maintenance taxes. These exemptions under Insurance Code Chapters 221 and 252 take effect September 1, 2025. Tax liabilities from before 2023 remain unchanged, with the old collection and enforcement rules still applying. The law does not require lower premiums or changes to coverage for policyholders.
