Sheriffs and constables can contract policing in largest counties

In Texas counties with more than 3.3 million people, the sheriff and constables can sign contracts to provide law enforcement. They can contract with a local government, a property owners' association, or a landowner. Services can be only in or near the area that party manages or owns, and for people who live in or visit there. The sheriff or constable sets the contract terms, and the county commissioners court cannot block or change them. Constables' contracts must be within their precinct. The law takes effect on the 91st day after the legislative session ends.
