Beginning September 1, 2025, community nonprofits can start, join, and run regional premium-assistance programs without county commissioners courts participating. These programs must help with premiums and cannot offer health care services or health care benefits. County-led programs remain an option. Where practical, nonprofit programs must aim to reduce uninsured rates and health costs for small employers and workers where participating nonprofits operate. Program goals also include preventive care, coordinated services, better use of health technology, and fair payments to health care providers. The law does not guarantee household assistance or a specific savings amount.
