Beginning September 1, 2025, the law creates an artificial intelligence division within the Texas Department of Information Resources. The department’s executive director oversees it, and the department may hire staff, including through colleges and universities. The division may help state agencies and other department service users adopt generative artificial intelligence to modernize or replace older systems. It may also help with other projects the department finds suitable for that technology. Projects may use technology developed or purchased by the department, or vendor technology under a contract. Under vendor contracts, the vendor’s technology must complete more than half the project’s work. For each completed project, the division must report time, money, and resources saved compared with traditional systems, highlighting cost and time savings. The department must coordinate this work with other legally required artificial intelligence activities, including sharing information and staff. It must adopt needed rules as soon as practicable after the effective date.
