Texas's governor can develop and sign an agreement with other states bordering the Gulf of America for the liquefied natural gas industry. The agreement must provide for joint action, including sharing information, resources, and services, to protect and grow the industry and improve coordination and efficiency. Congressional approval is not required, but the agreement cannot increase participating states' political power relative to the federal government. The act takes effect immediately with two-thirds support from all elected members of each legislative chamber; otherwise, it takes effect September 1, 2025. The law provides no new funding or tax changes.
