Texas revises which local governments qualify for state payments to offset property-tax revenue lost through disabled veterans’ tax relief. Cities next to a U.S. military installation and counties containing all or part of one qualify at a 2% loss threshold. Their calculated losses must reach at least 2% of their general fund revenue for that fiscal year. A 10% threshold covers cities in military-installation counties with populations over 370,000 through 380,000, or over 83,000 through 84,000. It also covers counties under 25,000 people that border two counties containing the same U.S. Army installation. Neither neighboring county can have more than 400,000 people. Cities within those qualifying small counties also qualify at the 10% threshold. The revised rules apply beginning with local fiscal years ending in the 2025 tax year. The law took effect September 1, 2025. It does not specify payment amounts or provide direct household payments.
