The governor now appoints the Gulf Coast Protection District's board leader from among its directors, rather than through an election. The leader serves a two-year term and cannot serve more than two consecutive terms. Covered district projects cannot disrupt safe navigation or two-way traffic in violation of Harris County port pilot rules. The law's effective date was immediate with two-thirds approval in each house; otherwise, it was September 1, 2025.
