Beginning September 1, 2025, Texas's Department of Public Safety must run a grant program for nonprofits supporting its employees. Grants can help employees and families of employees killed or injured in the line of duty. They can also pay for memorial signs for employees killed on duty. The department must set application procedures, grant amount guidelines, and criteria for reviewing applications; no grant amounts are specified. Money stays in a dedicated state account, available for appropriation only to the department for grants and subject to comptroller audits.
Beginning January 1, 2026, Texas license and ID applicants can choose to donate $3 or more. This applies to new and renewal driver's licenses, commercial driver's licenses, and personal ID cards. The money funds nonprofit grants supporting Department of Public Safety employees. Applications must include a donation field on the first page, and applicants must also have an online donation option. The department sends donations to the comptroller for the dedicated account by the 14th of each month. It may first deduct reasonable costs of running the donation program.
