Beginning September 1, 2025, Texas cities and counties cannot adopt or enforce measures to organize, sponsor, or join certain gun buybacks. The ban covers programs that buy or offer to buy guns to remove them from circulation or reduce civilian ownership. It also covers programs meant to let people sell guns without fear of criminal prosecution. This limits residents’ access to gun buybacks run or supported by local governments.
