Long-idle Texas landfills lose qualifying permits

The Texas Commission on Environmental Quality must cancel qualifying municipal solid waste landfill permits after 25 consecutive years without accepting waste. The landfill must be in a county with more than 2.1 million people. It must also lie within that county’s main city’s extraterritorial jurisdiction—the area outside city limits covered by certain city powers. That city must have more than 900,000 people. The law sets September 1, 2025, as its effective date unless two-thirds approval in each legislative house triggers immediate effect.
