Local taxing units wholly or partly in Gulf of Mexico counties with fewer than 500,000 people must exclude certain disputed property values. The exclusion affects calculations of no-new-revenue and voter-approval tax rates, not the property's final tax value. The property must have ranked among its appraisal district's 20 highest taxable values last year. Its current taxable value must exceed 125% of the value the owner does not contest. The owner or a related business must have filed or intend to file a property-tax court appeal for that year. Owners planning covered appeals must report their uncontested value and intent to pay taxes on that amount. The deadline is the earlier of August 7 or 21 days after the first value-protest hearing. That reported value cannot be treated as an admission that the value is undisputed in court. The law does not specify how any household's tax bill changes.
