Effective September 1, 2025, Texas allows school employers that left the state’s school employee health program on September 1, 2022, to rejoin early. Employers must give written notice by December 31, 2025, for participation starting September 1, 2026. They must meet the program trustee’s participation rules, including any added conditions and deadlines. For the plan year starting September 1, 2026, returning employers face a risk stabilization fee on premiums; the trustee sets the amount. Employers cannot choose to leave before September 1, 2031, when this special law section expires.
