City workers face retirement contribution rules

Beginning September 1, 2025, cities with departments in the Texas Municipal Retirement System must set employee contributions by ordinance. Each city chooses 5%, 6%, 7%, or 8% of participating employees’ pay, generally using one rate across departments. Different department rates chosen before September 1, 1991, can continue until the city chooses to equalize them. The chosen rate determines retirement contributions and take-home pay. The law does not change retirement benefits or employer contributions.
