4 provisions identified: 1 benefits, 1 costs, 2 mixed.
The Texas appraiser board may offer stipends to trainees, people seeking appraiser credentials, and certified appraisers who supervise trainees. The board must consider financial need and set stipend amounts through rules. Only gifts, grants, and donations can fund payments; no payment amount is guaranteed. The section took effect immediately with a two-thirds vote in each legislative chamber; otherwise, its effective date was September 1, 2025.
Beginning September 1, 2025, Texas appraisers must report contact changes to the state appraiser board within 10 days. This covers mailing addresses, business addresses, business email addresses, and business phone numbers. Appraisers must also pay any required update fee; the law does not specify the amount.
Beginning September 1, 2025, appraisal management company leaders can meet the credential rule with a license or certificate from any state. They must keep that credential current or meet the training alternative: a 15-hour appraisal standards course and 7-hour update. Both courses must be completed within two years before company registration renewal, and designated leaders need a background investigation. Companies cannot knowingly have a controlling person whose appraiser credential or appraisal management company registration has ever been suspended, revoked, or placed on probation in any state. That restriction applies to company conduct on or after September 1, 2025.
The Texas appraiser board must send covered administrative penalties collected beginning September 1, 2025, to the state comptroller. The money goes into the general revenue fund instead of funding appraiser education programs or consumer-protection studies. Penalties collected before that date remain subject to the old rules.
