Beginning September 1, 2025, the Texas Commission on Environmental Quality cannot issue certain new wastewater discharge permits. The ban covers direct discharges from domestic or industrial wastewater treatment facilities into state-classified Devils River sections in Val Verde County. It also covers other water bodies in the county that drain into those sections. Exceptions allow individual or general municipal separate storm sewer permits, plus general permits for stormwater and associated non-stormwater discharges. Applications filed before September 1, 2025, follow the law in effect when filed. Existing permits are unchanged.
