The Texas agriculture board must develop and run the Rio Grande vegetative management program. It targets Carrizo cane and other harmful plants along the Rio Grande River that hinder border security. The law replaces the earlier focus on wiping out Carrizo cane with broader plant management. It took effect immediately because both legislative chambers approved it by the required two-thirds vote.
