Less public access to Texas judges’ workpapers

The law exempts certain judges’ and examiners’ records from required public disclosure. It covers administrative law judges at Texas’s State Office of Administrative Hearings and administrative law judges and technical examiners at the Railroad Commission of Texas. Covered records include notes and electronic messages recording their observations, thoughts, questions, deliberations, or impressions. The exemption also covers draft proposals for decision and draft orders for contested case hearings or alternative dispute resolution. It applies only to public-information requests received on or after September 1, 2025.
