Beginning September 1, 2025, Texas expands hearing and notice requirements from counties below 300,000 residents to those below 500,000. The rules cover general residential operations, cottage home operations, and continuum-of-care residential operations seeking licenses, certificates, or capacity expansions. Applicants must hold a public hearing under Texas Health and Human Services Commission rules. They must first notify the Commission of the hearing’s date, time, and location. Applicants must also publish application notices in a newspaper of general circulation in the community where services are planned. Applicants pay the hearing and notice costs. The Commission replaces the Department as the licensing authority.
