3 provisions identified: 2 benefits, 0 costs, 1 mixed.
Beginning September 1, 2025, the law requires highway signs for two cultural districts by September 1, 2026. The Texas Department of Transportation must install and maintain the signs. Signs must guide drivers to Northwest Dallas’s Koreatown District from Royal Lane exits on I-35E, northbound and southbound. They must also guide drivers from Luna Road exits on I-635, eastbound and westbound. Signs for Richardson’s Chinatown District must guide drivers from Arapaho Road, Belt Line Road, and Main Street exits on U.S. 75. Each of those U.S. 75 locations must have signs for northbound and southbound traffic. Signs must follow Texas and federal traffic-sign standards.
Beginning September 1, 2025, the law names three highway stretches in addition to any existing names. In Eastland County, U.S. 183 between FM 2526 and FM 2731 becomes the Deputy Sheriff David Bosecker Memorial Highway. In Freestone and Leon counties, U.S. 79 from U.S. 84 to Oakwood’s western city limits becomes the Cecil and Dorothy Bell Memorial Highway. In Panola County, State Highway 315 from the western county line to Carthage’s western city boundary becomes the Hamby-Webb Memorial Highway. The Texas Department of Transportation must design, build, and install markers showing these names and any other appropriate information. Markers must stand at both ends and at appropriate points along each stretch.
The law takes effect September 1, 2025, and sets rules for signs honoring motorcycle collision victims. Eligible victims are people killed while operating or riding on a motorcycle. People under the influence of alcohol or a controlled substance at the time are excluded. Signs must include a motorcyclist safety message, “In Memory Of,” one or more victims’ names, and the collision date. Names must follow Texas Transportation Commission rules. The commission must adopt safety-message options by December 1, 2025. The Texas Department of Transportation does not have to follow these changes before March 1, 2026.
