For Texas unemployment claims filed on or after September 1, 2025, required reemployment services become a condition of getting benefits. The Texas Workforce Commission requires participation when its screening finds claimants likely to use up regular benefits and needing these services. Regardless of screening results, the Commission can also require participation to meet program goals. These goals include shortening unemployment, protecting program integrity, and aligning services with the federal Workforce Innovation and Opportunity Act. They also include connecting claimants with other workforce programs and showing that reemployment services work. Completed participation excuses claimants from the screening-based requirement. Reasonable cause for not participating excuses claimants under either basis. Without an applicable excuse, failure to participate can mean losing benefit eligibility. Claims filed before September 1, 2025, remain under prior law.
