The Texas Attorney General can grant emergency payments for expected financial losses when final compensation appears likely. The victim or claimant must face undue hardship without immediate financial help. Payments are no longer limited to the time before the Attorney General acts on the application. The law also waives specified emergency-award limits for deceased-victim claims when the crime caused a proclaimed state of emergency under Government Code Section 433.001. These changes apply to crimes occurring on or after September 1, 2025. Earlier law still applies if any element of the underlying offense occurred before that date.
