Bigger grants for health career students

Beginning September 1, 2025, Texas can award qualifying health career students grants up to three times the usual amount. Students must finish at least half of a degree or certificate program meeting state licensing or certification requirements. Their health profession must be identified by the state as critically short, and students must meet the applicable grant eligibility requirements. Larger TEXAS grants require excess funds after all eligible applicants can receive their usual awards. The law does not state the usual dollar amounts or guarantee larger awards.

Texas replaces its health workforce council

Beginning September 1, 2025, a new health workforce council operates within the Texas Department of State Health Services. The former council and nursing committee are abolished; their members' terms end, and funds, property, rights, and duties transfer. Council members must be named by October 1, 2025. The council must publish its first workforce plan by October 1, 2026, then every even-numbered year by October 1. Plans use workforce data and 10-year forecasts to address shortages and guide training; they do not directly change household benefits or costs.
