Beginning September 1, 2025, Texas state trust companies face these limits only while under supervision. They cannot sell, transfer, dispose of, or place claims on company assets; lend or invest funds; or take on debts or other obligations. They also cannot pay cash dividends to shareholders or participants, or seek or accept new client accounts. They cannot remove executive officers or directors, change their numbers, or make other changes to those positions. Activities the banking commissioner finds threatening to the company's financial safety are also barred. These rules allow advance approval from the banking commissioner or supervisor, and the supervision order can permit or restrict activities.
