Beginning September 1, 2025, Texas vehicle storage facilities can publish notices for registered owners and primary lienholders on approved public websites. This replaces publication in a newspaper serving the county where the vehicle is stored. The option covers out-of-state vehicles and vehicles without a license plate or inspection certificate showing their registration state. It also covers cases where operators cannot determine the owner's identity, lack the owner's address, or cannot identify and locate each lienholder. For out-of-state vehicles, operators must request owner and lienholder records in writing or electronically through that state's secure portal. The Texas Department of Licensing and Regulation must link to each approved notice website.
