Beginning January 1, 2026, pregnancy and delivery care providers must give mothers pamphlets explaining children’s Medicaid eligibility and applications. Fathers or other adult caregivers also receive the pamphlet when possible. Medicaid-covered mothers must also receive an English-and-Spanish child development and safety guide covering birth through age five, including how to report a birth for Medicaid enrollment. A separate notice explains that their newborns automatically qualify for Medicaid. It also explains that providers can use the mother’s Medicaid number on claims until the baby is enrolled and assigned a separate number. These notices explain existing coverage and billing rules; they do not create new eligibility. Providers must document that materials were provided and keep that record for at least five years. Beginning September 1, 2025, Texas requires yearly notices to Medicaid plans and providers serving pregnant patients or newborns about interim billing and educating mothers. State agencies must update the materials and develop the mother’s notice by December 1, 2025.
