Beginning September 1, 2025, the law establishes a shared data system for Texas early childhood programs. It links existing state and federal program data to help identify service gaps, coordinate services, and guide improvements. An interagency work group develops the design. The Texas Education Agency oversees development, staffing, operation, maintenance, and research, working toward completion by January 1, 2027. Cooperating entities include the education agency, Children's Learning Institute, Health and Human Services Commission, and Texas Workforce Commission. Written agreements must set what data they share, how often, and how they share it. Data matching requires a protocol approved by cooperating entities. The law does not authorize collecting data beyond the specified existing data. Reports use grouped data that does not identify people, as allowed by law. Privacy and cybersecurity rules apply, including safeguards against unauthorized copying or removal of confidential information. Using information to measure outcomes requires express legal authority. Progress reports to the governor and Legislature are due by September 1 each year. The first report covers governance, system design, staffing, funding, and progress on a public website with a preliminary consumer dashboard. Later reports update governance, explain supported uses, and describe related analysis tools. Available state and federal money, gifts, grants, and donations can support the system; the education agency must seek operating funds. No funding amount is set. Implementation is required only with a specific legislative appropriation for that purpose. Without one in a two-year state budget period, agencies may use other available money but are not required to implement it. The law does not directly change household payments, benefits, or eligibility.
