Stronger oversight of Texas child welfare

Beginning September 1, 2025, these rules cover Texas community-based child welfare contracts entered into, amended, modified, renewed, or extended. Contracts must require contractors to follow applicable court orders in cases where they handle case management. This also covers court orders about duties contractors take over from the Texas Department of Family and Protective Services. Contracts must require the department to use formal measures to ensure high-quality services. These measures include quality improvement plans, financial interventions, and other appropriate interventions or restrictions.
