For care provided on or after September 1, 2025, Texas law sets a billing deadline, subject to its exceptions. Providers must bill patients or responsible persons by the first day of the 11th month after care. For care tied to a personal injury claim, providers can meet that deadline by billing the patient’s lawyer instead. This option requires the patient to have a lawyer and applies unless the patient or lawyer directs otherwise. Bills to patients, responsible persons, or lawyers count as sent when mailed with postage prepaid to the address in provider records. Bills to health plans or third-party payers count when mailed or otherwise submitted as the plan or payer requires. Earlier care remains under the prior law. The law changes billing procedures, not the amount owed.
