Beginning September 1, 2025, covered entities in Texas must prominently post detailed instructions on their websites and at every facility. Instructions must explain how consumers can request their health records, contact the entity’s licensing or disciplinary authority, and file complaints. Entities are exempt if they handle claims processing, data processing, data analysis, utilization review, or billing for another covered entity that provides care directly to consumers. The law adds information requirements, not payments or changes to health coverage.
