The law creates a temporary, six-member group to review the Comptroller’s school district property value study. The Lieutenant Governor appoints three senators, and the House Speaker appoints three representatives. Each delegation must include a vice-chair of a standing policy committee. The group must hold one public meeting about the study’s role in distributing annual state school aid. It must also recommend other ways to check that complex properties are valued accurately and included in the study. The Comptroller, Texas Education Agency, appraisal districts, and taxing units must provide relevant information when the group requests it. The group must report to the Governor, Lieutenant Governor, Speaker, and all other lawmakers by December 1, 2026. The group ends and the law expires January 1, 2027. The law does not itself change school funding or household tax bills.
