2 provisions identified: 1 benefits, 0 costs, 1 mixed.
Effective September 1, 2025, the law requires the Texas Division of Emergency Management to establish mapping grants as soon as practicable. Eligible sites are public or private airports on current Federal Aviation Administration charts and military installations owned or operated by or for Texas or another government. Grants pay only for mapping services; grant-funded providers may charge facilities only the map’s initial production cost. A dedicated account in Texas’s general revenue fund receives appropriations, legally dedicated revenue, earnings, gifts, grants—including federal grants—and donations. Account money can fund only program administration and grants; the law sets no funding amount, grant amount, or production-cost dollar cap. The Division must set eligibility and application rules, and grant contracts must ensure public benefit and a return benefit to Texas.
Beginning September 1, 2025, mapping and tour requirements apply only to eligible facilities that accept and receive a grant. Maps must show accurate floor plans over verified aerial images, building labels, every room, named hallways, and exterior door or stairwell numbers. They must also show known hazards, critical utilities, key boxes, automated external defibrillators, and trauma kits. Grant-funded providers must deliver maps to the facility, Texas Division of Emergency Management, and appropriate public safety agencies; facilities must provide map-guided tours to verify accuracy. Maps must work with existing software used by the Division, local emergency call centers, and appropriate public safety agencies without access fees or extra software purchases. Maps must be printable, shareable, usable in interactive applications, and easy to update, but facilities cannot release them publicly.
