The Texas Higher Education Coordinating Board must set standard rules for timely emergency alerts at Texas public colleges and universities. The rules must follow the federal Jeanne Clery Campus Safety Act and use campus alert systems required by Texas law. The board must consult campus leaders, faculty, staff, and students. It must adopt rules as soon as practicable after the law takes effect. The law provides for immediate effect with two-thirds approval in each legislative chamber; otherwise, its effective date is September 1, 2025.
