Counties get free child-welfare birth records

Beginning September 1, 2025, Texas counties and child welfare boards appointed by county commissioners courts get qualifying birth records free. The state registrar, local registrars, and county clerks must provide certified copies when requested by these counties or boards. Requests must relate to government-filed cases affecting the parent-child relationship under Subtitle E, Title 5, of the Family Code. This waiver saves counties and boards money; it does not waive fees for individual households.
