Owners and renters gain zoning notice options

Texas cities can send zoning notices by email or text only to recipients who choose electronic delivery. Cities must provide a website portal to sign up and manage preferences. They must request receipt confirmation and use another legally required delivery method if confirmation does not arrive. Before the 10th day before a hearing, cities must notify property owners within 200 feet of proposed zoning changes. Owners are identified through the latest approved city tax roll; separate legal notice rules apply in annexed areas not listed. The same deadline applies to school districts containing property affected by proposed residential or multifamily zoning classification changes. For hearings affecting nonconforming uses, cities must notify each real-property or business-personal-property owner and each occupant at the affected location. Those notices are due by the 10th day before each hearing and must give its time and place. They must warn, in bold 14-point type, that the hearing could affect the owner's right to continue the current use. The law's effective-date rule sets September 1, 2025, unless two-thirds of all elected members in each house approved immediate effect.
