Small counties can draw neighboring grand jurors

For summons issued on or after September 1, 2025, Texas counties with fewer than 1,000 people can select grand jurors from neighboring counties. Those counties must share a border and be in the same judicial district. Jurors must live and qualify to vote in the neighboring county, rather than the county calling them. Counties can randomly select a fair cross section of residents from one or more of these neighboring counties. People selected this way need a valid Texas driver's license or Department of Public Safety identification card or certificate; existing age, citizenship, and criminal-history rules still apply.

Small counties get broader jury pools

For summons issued on or after September 1, 2025, Texas counties with fewer than 1,000 people can broaden their jury pools. They can add voter-registration and qualifying Department of Public Safety lists from neighboring counties in the same judicial district. These lists supplement the county's required local sources. Statewide, the Department of Public Safety list must cover qualifying county residents, replacing the earlier reference to county citizens. People on these lists need a valid Texas driver's license or state identification card or certificate; age, citizenship, and criminal-history disqualifications still apply.
