Effective September 1, 2025, the law creates the Texas Quantum Initiative in the Governor’s Office. It supports quantum computing, networking, and sensing, including worker training, manufacturing, research, and bringing products to market. A dedicated state fund can pay for staff and grants for quantum manufacturing and design. State agencies and universities qualify for project grants; businesses qualify for grants supporting related economic development. Nonprofit businesses must have a quantum-industry purpose or significant industry ties. The fund accepts gifts, grants, donations, legislative funding, and investment earnings; the law sets no funding or grant amount. State grant recipients can use any lawful source for matching money, including state, local, federal, or private funds. The office must hire a director and staff. The governor must appoint six unpaid advisers by January 1, 2026, including quantum network infrastructure and commercially useful quantum system representatives. Advisers serve staggered six-year terms and can receive expense reimbursement. A strategic plan is due each December 31 to the governor and legislative leaders, covering projects, funding, infrastructure, and workforce needs. An activity and funding report is due to the Legislative Budget Board each December 1 in even-numbered years. Until September 1, 2029, agencies can delay mandatory duties without appropriations, but must report delayed duties and estimated costs in their next budget request. Other available funding allows earlier implementation; this funding exception ends September 1, 2029. The law creates no new tax or direct household payment.
