Easier record requests in child cases

Texas removes the written-request requirement for child-suit information requested by the Department of Family and Protective Services, courts, attorneys, or parties. The vital statistics unit must identify the last court with ongoing, exclusive authority over the child's case and its docket number. Otherwise, it must state that the child has not been the subject of a suit. Using existing resources, the unit must create electronic request processes for the department covering child-suit information and registry searches. Registry search certificates must carry a digitized or written signature on the unit's behalf. They must confirm a search and either attach a registration containing the required identifying information or state that none was found. The law took effect September 1, 2025, and requires the health agency's executive commissioner to adopt implementing rules as soon as practicable. The changes apply to requests received on or after January 1, 2026; earlier requests remain under prior law.
