Historic property owners gain appraisal protest rights

Texas owners with property qualifying for the historic or archaeological site tax exemption gain new appraisal protest rights. They can challenge the structure or site's appraised value separately from the land and challenge how value is split. They can also challenge the value of land needed to reach the structure or site. These rights apply to notices of protest filed on or after the law's effective date. The law provides for immediate effect with two-thirds approval in both legislative chambers, or otherwise September 1, 2025. A protest does not guarantee a lower value or tax bill.
