The law takes effect September 1, 2025, with program requirements starting in the 2026–2027 school year. Each Texas public university system must ensure its schools offer competency-based bachelor's programs in every high-demand field. The Texas Higher Education Coordinating Board names those fields and must approve the programs. A covered program's total student cost cannot exceed half the average cost of attendance determined by board rule. Starting in 2027–2028, the board adjusts the prior year's cap annually for inflation using the Consumer Price Index for All Urban Consumers.
